I should have the seal and some other important features and can only be verified if you have the picture or the actual passport. I will advise that your cousin should deal with the person with extreme caution. Your cousin should not send money, let the person take care of everything and once everything is verified then the money can be sent if the there need be. It might be better to find out more on this Passport from the Ghana Embassy . The Passport may be genuine but the person behind it might be fake. It could also be that, yes they are really in love.
