That is partially true. Your Bylaws/CC&R's/Rules & Regulations, tell you that "noise spilling into your walls from another unit is not permitted", so you can request, in wtiting to your Board, a heaeing before your Association's Covenants Committee, (the only Hearing Tribunal of your Association). Read your BYLAWS! It falls under Committees...Architech-tural, Nominating, & Covenants...the only committee your Board can not "dismiss". Also, make sure your Board is required to perform Annual Audits....in your Bylaws, & request a copy every year. Prepare a letter to your Board every January, and mail it like a bill....Bylaws and a question at 1 Board meeting should be easily & quickly answered by your Board or Propeety Manager. If they "dance around the question of when are annual audits prepared, where, & how...THAT IS A HUGE RED FLAG! Start requesting to inspect Books and Records - your right as a member. Good luck.
