Residents must pass a background check

They do not. They don't even accept misdomenors if they are for violence or drugs.

Almost positive they will run a background check. I would call them and ask specifically if they work with felons etc.. If those are your issues, you should try to find privately owned property. There are tons, but you'll have to do some real searches. IE, driving around, and asking everyone, everywhere. Good luck!
