Scooters can either be rented onsite or you can arrange for one to be delivered to the hotel for you by contacting Disney prior to your arrival. Never saw,an electric wheelchair there but you can call and ask.
Cheaper from third party
You can rent them from a third party company and have them dropped off at the hotel
I am not sure about wheel chairs, but they do have the scooters
