No, however technically you need to be staying there or a reservation at a dining location at the GF to park there. If you explain to the guard your intentions, they might let you in. When you get to the main parking structure (where you'd normally pay to park), let them know your headed to the GF.
There is not a fee for parking but you need to make sure you stay to the right at the main toll booth and follow the signs for the resorts. You do not need to be starting there to visit.
Thankfully the gingerbread house is not only free but there is a chef who offers mini gingerbread biscotti for free! There are many photo opps throughout the property and gingerbread treats are available for purchase!
