1. If she wants her real id it requires birth certificate or unexpired passpot. If she.doesnt plan to use it to fly, she can get a regular state id. Regular non-flying id does not require documentation. Either, i believe, requires going ro the dmv to take a photo. Also, i think you have to take the documents in with you. They don't accept copies or photos of the birth certificate, green card, permission to work , or other official documents. Get an appointment and take all original documents with you. You should also take proof of new address, like mail at the new address with her name on it, just in case they ask.
