No rock climbing is allowed inside the monument. As Jeff mentions, the rock is dangerous to anchor to because it is brittle. That's also why it forms great hoodoos.
No rock climbing is allowed due to the nature of the rhyolite rock.It is welded tufted ash deposits with too many soft spots in it.
I think you can in certain areas buy not with any equipment that damages the rocks.
