There are places to swim most definitely, places that are at a high risk for injury usually have signs to stay out, some places do not have signs although common sense keeps most people out of dangerous areas

No. Not at Flume Gorge. There are signs asking people to stay off of the rocks and once on the wooden walkway there is no way to get to the water.
