Good question The only way I know that you're going to replace your birth certificate is to go to your countries records office and look up your birth certificate. Or at least that's the way it works in USA.
I did that. I left Thailand 1975, but I kept in touch with cousins at Saraburi province. I went back to Thailand several times with a US passport on a tourist visa. 2017, I went with all non certified old Thai papers to Tombol Bahn-moh to request my Thai I.D. for the first time. I was able to get my Thai I.D. not because so much my paperwork, but I had cousins, old neighbors ( Poo Yai Banh) who went with me to testify that they know my mother & me. Basically, their words were given important like our old Thai way. Hope this helps!
