You will have 90 days after you get the visa before travelling. After your arrival, you have 70 days Max stays in Myanmar.
The only office i know close to El Monte is in LA. Don't fool by other third party services. There are many public parkings available in downtown LA. The fees are almost the same for both online or in person. You may be able to request express service in person based on circumstances.

Yes its approved. You have to print out approval letter and take your passport. When you arrive airport you have to show that to officer and he will give you approval on your passport at airport.
