Attention: very bad service. I tried to apply for a Finland visa because in my planned journey to the EU, I will stay there for the longest time. However, they insisted that I should apply elsewhere. With all the anticipations that I can visit this beautiful country and the respect to her people a traveller can have, the consulate's process is a shame.

If you are going to stay more than 90 days in Finland, then yes, you have to go to an embassy. There is a lot of information in the website, including detailed instructions. I believe there is one embassy closer to you, there is an embassy in New York. Dunno if there is one in Washington as well.
Yes, I believe she needs a visa to visit Finland. I recommend contacting the Finnish consulate directly. They have been fantastic and very helpful with all of my family's needs. You can also check formin.fi for the most up-to-date information.
