Yes, they do. I added a 19 year old driver for $25. Insurance was not imposed, but opted for it for $19. Most companies will not accept drivers under 25, few will until driver is 21.
You can not rent unless you are 25 years of age, most rental car agency will only take a debit card if you are out of town and you have proof of a plane ticket other than that you have to use a credit card and it will have to have at least 250 to $300 to hold on the card until you run turn the rental and they will credit back the hold minus the rental
They also say on they take debit card also called before we left home and airport from TX once we got there they wanted credit card or run a credit check. ..put us in such a bind....NEVER WOULD USE EVEN IF I GET A CREDIT CARD. ..

You do have extra charge, i think its $30 a day but you need to call ahead and ask.
Basically, you must have driving license and afford its insurance, based on insurance's statistics, hence 19yrs, new drivers for example considered as inexperienced
