My passport was confiscate at the airport due to an error when I notified them my passport card had been stolen this was only for the card the passport book was ok but they noted it as stolen also. How can I get it back or do I need to reapply

Not sure but you will have to make a appt by phone. They not taking no more walk ins at this time

I think. You'll probably have to redo Form DS-11 to start a brand new passport application.
