Companion pets has a discount day every week and if you schedule for that day, you will get a discount on the surgery and if you have a voucher from the humane society, it will cover it.

With a two week time frame, you may have trouble getting through intake and an appointment to see the vet. The copay is $5 per animal, for vet services, but registration (i.e. county license in Multnomah County) is a separate fee, I believe currently about $7.50 for a year. They don't offer neuter services there, but you can look into Spay and Save options to see what's available for low cost options there.
