If you go where the caboose is, the middle area, it is free. Do not need a pass to hike from this entry area. You can do the lower , the upper or both trails from here.
You have to pay for parking at the upper lot you reach by going up a dirt road. You don't have to pay at the asphalt lot with the caboose.
