Rules, rules.. how about a rule that says when its light enough to see the sky to open your gates!? I simply want to use the park to exercise/ walk the stairs, its 5:00am Sunday, in July, daylight and the gates are locked.. What gives??

Parks are open dawn to dusk. 5 am is pre-dawn. Go back to sleep.
