To the parking area, lookout, park benches and others if you can ,,; but to the beach area no.

Like mentioned, there are flat areas with accessible parking as well. You just may not be able to make it down to the beach. But the upper part of the park is still enjoyable.
Yes, their are several flat and paved paths near both parking lots.
