Very dog friendly. As in all Seattle parks, you should keep your dog on a leash, and they are not permitted on the beach or in the woods/creek off the trails. That said, I have seen people with dogs breaking all of those rules, so you should expect a loose dog may run up to you anywhere. I don't believe there is any off-leash area. For that I would recommend Golden Gardens.
Yes very dog friendly. I have seen an occasional dog without a leash but I think the lower part of the park is the only place I have seen that. Definitely a beautiful place to visit.
