You can bike the whole island
Its $8.00 to enter the gate to harbor town for cars. There is fees for everything you do at harbor town except shop and dine. Playground is free. You can ride bikes into harbor town they have bike racks all around. As for a fee to enter with a bike you will have to call

I would call them and check. I only saw prices for a vehicle, but I imagine they would still want their money.
