They restrict how high up the mountain the train goes in October then the train shuts down for the winter. It's too much effort to keep the tracks cleared after it starts to snow. Check their website for dates. If you want to go to the top during the winter, try at the entrance to the Mount Washington road where you can catch a snow cat to the top. Those are vans with caterpillar tracks that can climb up the road when it's full of ice and snow.
I went on 10/17 and while the base was dry, about halfway up (we did the 4000ft elevation trip) there was snow on the ground, and the trip still ran. People just had to be careful when the train stopped for a brief break (people could exit the train and get free coffee and hot chocolate).
Wind is more of issue for schedule changes. Check website.
