I'm sure its fine. But it was 36 degrees up there when I went a couple weeks ago. Bring warm clothes. Also you need to make a reservation to get into the Observatory. The Cog Railway doesn't do that for you. You don't want to be stuck outside for an hour with the wind blowing in cold weather.
The change in air pressure may make for a cranky baby...
It is sort of like riding a bus. There are no seat belts. You need to stay sitting the whole time. But you can hold your baby. Dress in layers. At the bottom you will be wearing shorts but at the top you will be wearing several layers.
I would say so. Just have proper clothing. Weather changes in a minute. Just to b safe.
