No, not at all. Only if you want to drive on the beaches (with a driving permit). It's the best way to experience the Hatteras beaches btw

Yes, but you need to bring at least part of the old sticker to an ORV permit office at the Hatteras or Bodie Island NPS facility. They will give you a new one.
