The Reading Terminal is wheelchair and scooter accessible but like Ira Binder stated the Terminal gets pretty crowded no matter what day or time. It would be somewhat difficult to get around but not impossible. As far as parking you can get parking validation at any of the shops at the Terminal and pay anywhere between $5.00 to $12.00 depending on how long you visit. I was just there a few hours ago and was there slightly over and hour and paid $5.00. Hope this helps.
