To answer your question, the pier is open for you to walk on. You must go through the only entrance found near west end of the pier near the pubs and museum. The Pier Burger was open along with a few others to include coffee bean. Don't try to stay late because the beach and the pier closes at 8pm. You can swim and go into the water. The amusement areas still closed. Rings and ropes are taken down. You cannot play on the play areas for children. You cannot walk on the bridge leading to the pier. Thats it!

In 1975, the Hippodrome building and carousel were designated as a Los Angeles historical landmark by the US government. Two violent storms in 1983 destroyed over a third of the Santa Monica Pier.
