Today June 22 they were open right to the beach from the pier.

I really don't know All i know is that, there are other ones to get in the pier like the south stairs are open but not the North side stairs YET
Probably sooner than later, the city of la is officially open for business since about a week ago, Santa Monica might (somewhat) fall within another jurisdiction, but I'm sure they'll follow suit soon enough...
Darned if I know. I walked up the stairs from the parking lot.
