The nature and/or sophistication of the film may dictate what level of approval and consent you may need. Obviously, altering the flow of the public / pedestrians would affect the business and commerce located on the Pier. If strict guidelines were not followed, anyone could "shoot a film" and that could result in some chaos on The Pier. Without a doubt using your phone to make a video is different than what movie filming requires. I detect you are wanting to make something somewhat sophisticated, therefore, i would recommend contacting The City of Santa Monica and give them your intended details and they will advise you as to the proper permits and licensure. Often you will need Consent Agreements from individuals being portrayed or filmed. Sounds like alot of work. Best of luck.
