Is there a mask mandate? Especially with people breathing heavy with no mask and the risk of catching the virus is higher than dining in or at a bar?

Specifically, when does the mountain open for hiking. I see dusk to dawn but that is too vague. My sunrise maybe different than another’s. Am I to assume as soon as I see light on the horizon?
