It is free. And still some construction. But a couple of the stores are open now. If u want to take the big bus tour its $40-$50 but should wait for that until its warmer out. Took family from Florida on the tour and it was cold

Parking in the garages is where they get ya. It was 30.00. But to enter the pier it was free

The park is completely free yes. You can also know that you can ride a city bike to the pier as well! So if you're visiting in the city you can rent a bike for $3 for 30 mins.

The pier is free but parking is 23 is believe. They do have some off site garages 15 dollars. You can use the trolly that is free. Only on weekends.
