Inconsistent Harbor Masters. Sometimes they tell you to move down the middle to get to a stop, sometimes you get kicked out for it. Sometimes they will let boats double up on the wall, Sometimes not. Basic rules like mandatory life jackets apply. But just hope you don't get a prix HM that wastes ppls time with making a boat an example or feeling like putting boats on "time out" outside of the lock. Never had an issue with the staff along the walls.

No. Chicago Harbor Lock is a government facility. Trespassing could get you arrested.
