What is the procedure to foster? Are there any costs? My girlfriend and I are in our mid seventies and can't afford to adopt because of vet fees.

Fostering is wonderful but please make sure you don't get attached. It's not feasible to foster a couple days or week even though it gets the dog or cat out of the facility it can cause stress if they are in and out of different homes. If you keep the dog or cat healthy your vet bills will be minimal.
