As James has mentioned already; your best bet is to call and tell them your specific situation. They work with various funding sources to provide services at low and sometimes even no cost.
Call Dept of Agriculture. They run a low cost spay/neuter program for low income folks. SPCA accepts those (I think).
I would call because I believe theres dates it can be done free maybe or just with a donation . I may be wrong but I would call
