Yes they are

Dogs are welcome anywhere on the grounds but not in the tower and cannot be carried up the stairs; service dogs only are allowed to climb with their owners. However, it's a difficult climb for dogs, because the steps are see-throw grating, which is frightening for some animals, especially on the way down. Plus, the spiral staircase gets very narrow at the top and there are visitors going both up and down the stairs.
