Are owners required to provide shelter for dogs that outside most of the time ? My neighbors leave their mastiffs out 16 + hours a day. Female in heat again, so she goes inside garage all day now ( no windows or heat ). Except to mate.

I believe so, I know that access to fresh water is absolutely a requirement and evidence of being fed.
