Ive only been in summer(early July) didnt have to hike at all to see the ponies. As soon as you drive into the park you will see them hanging around. Have fun
I've been in April and saw 1 or 2 ponies. The other time I went was the 2nd of July and I saw 5 or 6. Early summer is best because it is warmer.
My wife and I hiked to Mount Roger's high point in March. We did see ponies probably a dozen or more on the hike out and back. I will say the weather is very subceptible to change. The whole area was in the clouds which means a very fine mist all day. No real vistas to speak of. The ambient temperature was 46° F which wasn't bad for a long hike that we had prepared for that day. But the very next day was snow and ice in the very same place. I would agree the very end of May or June would be a better time. But certainly watch the weather forecast about 2 days out at Mount Rogers.
I would recommend mid-June when the rhododendron are in bloom. April is early - we don't have much open because the elevation means the weather is a lot colder and pipes will freeze. While we have snow sometimes in May, the weather starts getting more reliable, Because it is cooler there it is also a destination for the really hot part of the summer.
