This is the City Ordinance (Law) if you live within the City Limits... "A maximum number of eight (8) cats or five (5) dogs, or an aggregate number of eight (8) is permitted at a residence within the City limits. In order to have more dogs and/or cats than allowed at a residence, an owner must apply for an excess animal permit which shall be valid for three (3) years. City of San Antonio Animal Codes - aapaw If they EXCEED make sure that they have a Permit with the City... If not then they are In "Non Compliance" Status and they need to be either EDUCATED and Informed OR Fined if they are Habitually Irresponsible... There are a lot of irresponsible people in the city of San Antonio unfortunately that is what's contributing to a lot of these problems. So if we take the opportunity to educate and inform then we should hold passing judgments. Otherwise if they are habitually being irresponsible after being educated then we have serious issues.
