Both public (very safe and clean) and private business bathrooms (never had a problem) are everywhere. If you don't see one, just ask. Centro (yellow shirt guys and gals) folks are super helpful and always point you in the right direction.

We had to ask at a restaurant. The guy made it known theirs wasn't a public restroom. I felt awful but he was kind enough to let us use theirs. He didn't know where there was a public one.
The restaurants have restrooms and there are a couple on each side of the river with public Access.
Start at River Center Mall and use their public restrooms before you start, pick out a restaurant for dinner and go there for food and relief.
Bathrooms are very few, most stores and restaurants had signs for customers only.

Plenty of restaurants or places to use the restroom. Nobody has a problem popping into use the facilities, very accommodating.

Yeah they are few and far between but like somebody else said you could go to a restaurant or go back upstairs and there are plenty of elevators to get you up and down.
