When I was in 5th-7th grade, about 14 years ago, I walked Comanche hill regularly with friends/ family. I lived across the street. It always gave me an eerie feeling. I heard stories of satanic rituals there; sacrifice, and hangings in the tower. One time I was there with a friend and we walked off the beaten path. We noticed about 20 feet off the path, there was a table set up with three chairs and figures wearing black robes moving around the tables. It was still light out. Another time I saw a Native American spirit — full apparition walk right past my grandma and I. I turned back and looked and he turned back and looked at me as we passed each other. Besides his outlandish attire I remember feeling something weird about him. When we left and we’re driving in the car down Nachadoches, I looked out the window and there was the Native American spirit running at about 35 mph next to the car. Staring right in at me. I turned to yell for my grandma and he was gone.

I would say yes if you stay on the trail however we did see many signs of people going off trail probably after hours and doing random things like drinking, sleeping so have caution on wandering after dark because there is many places to hide within the trees and brush.
I believe the medieval-style castle is still standing. The other attractions possibly were worn down given you mentioned the 80's. Also there is more space for the trails and an overlook of the city where if you're lucky you can catch the sunrise and or sunset - the seating area you mentioned sounds nice. Now there are benches. I can say the mentioning of a basement not being there anymore is a good considering the crime rate.

I have lived by Commanche for 30 years, and came here with my friends as a teenager before it was a public park. There were actually 3 or 4 towers at one time. One was knocked down about 30 years ago. Supposedly for development. The last one was knocked down sometime after that (many years after.)
No admission and yes you can... just remember to clean your mess :)
I'm sure it's on the website, I know it was there in the 1980's, before it was a park.
There isn't a gate that locks that I'm aware of. There are a couple entrances and all are open.
A Pokéstop is a marked location where you can get items and such via the Pokémon Go app 😄
It's off of Judson Rd, at the same parking lot as the entrance tot the library.
Around.1 miles on the lookout trail. You can make the hike a 6 miler if you take all the trails.
