That's up to the class instructor, and is a choice made when the event is added to the calendar. Non-members can easily register for classes if the instructor did not specify this option.
The calendar usually has requirements with respect to membership. Many classes are available to non-members.
Most classes are open to the public. Classes for tool usage, such as the laser cutters and plasma cam, are the ones generally requiring membership.
