My daughter just had her prom pictures taken there a few weeks ago and her photographer was awesome. The place was filled with people and in the photos it seems as if she and her date were the only ones around. I think it all depends on the photographer. But there is no fee to use the facility.

No but it's hard to get photos without tourists in the background. Personally, I'd recommend doing something more unique.
