Can a company force an hourly employee to show up 15 minutes early without pay?

They cannot "force" you. However it is good practice to show up 10 to 15 minutes early so they know you're there and don't have to worry. However if you are doing anything in that 15 minutes that's work related. Even just watching the counter, you should be getting paid for it. If that's the case, recors times, dates, persons present, who in management told you to work off the clock or to clock in before your scheduled shift, etc. Anything to help your case.

I worked for a company over a year my supervisor HR. Expected me to be there at the front desk doing everything to prepare before I clocked in. If I questioned it it was a big problem for her. And she gave me hell for it. But it was a small company nothing could be done

I know it is against the law to work off the clock if they make you show up 15 minutes before you still cannot begin to work until you are officially on the clock
