Why does south beach claim to be a smoke free community, there are thousands of cigarette butts all over the ground ! Many people are seen smoking all over the place ! WTF ?

I always wondered the same thing when I lived there. Especially because my neighbor smoked in her apartment so much it caused my apartment to smell like smoke.

Nah definitely not just visitors. I took a tour and seen residents smoking on the patios and walking the grounds.
