It's free unless you want to reserve it for big group then you can have all the tables reserved that you want but free the first come first serve family-wise not groupwise
Yes there is the price varies with the size. If no one is using them or there is no reservations then they are free to be used.

There is a small fee and reservation process to reserve tables in the pavilion. Loose tables are 1st come 1st serve in the general pack unless arrangements made through the county website
