At the post office here in Provo, East Bay area, you do not need an appointment. I only know this because I will be updating mine soon and had asked the same question. Hope this helps.
I'm pretty sure the Manti post office does not process passports. The post office in Ephraim shows that they do them and you can make an appointment or walk in
