Dogs can go on the beach off season all day, but before 9 and after 5 during tourist season. I don't believe there are allowed on the pier itself. I think the pier restaurants are closed this time of year but they will be opening for tourist season.

Pretty sure dogs aren't allowed on pier. If I remember correctly , they open about 6am.
