I don't know of any in the Half Moon Bay area, but our adoption fees include a spay/neuter surgery, vaccinations, health check and microchip. In February we are running a Valentine Promotion where we waive the fee for senior cats and dogs. Many times a senior pet is a perfect match for a senior companion.
I'm not sure about a senior discount but they may have a program in place for low income that may apply.
I don't believe there is ,but You can call Peninsula Human society & they can tell you the closest place to go.Hope that Helps.
