Does Ghana Immigration Services require citizens of Ghana holding valid passports & visas--but who have never traveled abroad--to also demonstrate they have $12,000 in assets before the person would be allowed to board an airplane to America?

There's no law like that in Ghana. I am not sure who told you that but that's completely false.
No one checks your asset before boarding a plane. I am currently outside Ghana and nobody asked me of that requirement
