Avis Car Rental was wonderful I had no problems at all I went in and got what I needed as far as a vehicle and brought it back and they were great
I think so when you turn the ccar in, however Avis will need to have your charge card run through with some money charged before you can drive away with their car. If youbpsy cash in advance that may be ok. Check with them before trying to pay in cash.
