I think it is better than living in in a 3rd world country under a Totalitarian Dictatorship, but not as good as living in a tent on skid row. The row has less bed bugs and rats.
Management really improved in regards to the water shut offs. At one point it seemed like the water was off more than on but that has gotten better in the past year. There are still plumbing issues that cause shut offs once or twice a month for 2 or 3 hours and they try to notify you in advance. There really is no way to know if you will get a nice worry free apartment here or a nightmare. I've had both, I started with a nice one then "upgraded" to one that I wouldn't wish on my worst enemy.
It’s bittersweet, the rent is expensive but they do have good amenities. Maintenance is quick and effective. Staff are beyond nice.
