Fees for birth certificates can be found here: https://dchealth.dc.gov/vital-records. There are currently two voucher programs for free birth certificates for DC residents: 1) DHS voucher for residents experiencing homelessness and 2) MORCA voucher for returning citizens.

You have to pay $25 and need to your ID and two other forms of identification (social security card, w2 tax forms /1040 tax return etc.)
