The website says that it opens at 9am but can you get in earlier to walk around and see the flowers? Is there an actual gate? We only have time early in the morning.

Generally the gates are opened up by maintenance at around 8 a.m. There is also access in another way via the Anacostia Riverwalk Trail which never really closes.

The park rangers get there at 9am. When the maintenance people arrived the main gait is open.

There is an actual gate. You can't get in earlier.
